Joyce Black

Ms. Black is a specialist in educational master planning. She has provided these services both as an independent consultant and lead planner since 2000. She has also served in a number of teaching and administrative positions in the California community college system – from Professor to the Vice President levels over a 22-year career. With her instructional background, Ms. Black is well suited to work with faculty and staff in developing the educational components of the master plan.  She is an expert in curriculum, enrollment management, course scheduling and staffing as well as the fiscal matters related to these areas.

Ken Cereghino

Mr. Cereghino has provided leadership in educational and facilities master planning services as a consultant since 1998. He has been the lead planner for over 30 projects for community colleges in California. These projects have ranged from educational resource planning, to facilities master planning, support for bond programs, the development of start-up campuses, alternative land use projects and capital funding for education.

Dr. Fred Trapp

Dr. Trapp has extensive experience in working with faculty and deans on curriculum design and development, orchestrating schedules of classes, completing unit plans, conducting program reviews and evaluating institutional effectiveness. Dr. Trapp has provided institutional research support in a variety of topics for faculty, deans and senior managers. He has provided leadership in a variety of roles pertaining to accreditation self studies and has served on numerous campus visiting teams on behalf of the Accrediting Commission. He is a state leader in the assessment of student learning outcomes.
